General manager of Romania's National Penitentiary Administration (ANP) Marius Vulpe said on Wednesday that the reintegration of former prisoners is done in society, not in prison. "We have reintegration programs in place, but they must be tailored for re-entry to society, not for prison. (...) If we had more education experts we could have a more personal approach of the prisoners, but no matter how hard we'd try and how many experts we would have, if the minute he steps out of prison the former detainee does not find community leverage, support from private companies with getting a job, all the efforts are cut short at the prison gate," said the ANP head at the meeting for the presentation of the institution's activity in 2016.

On the other hand, Vulpe said that cell repairs will continue and the detention facilities will be equipped with new mattresses, new beds and new sanitary ware, and the weekly hot water schedule will be extended from the current mandatory two days, mentioning that right now some prisons have hot water all the week long, depending on budget allocations and existing infrastructure.
