The Minister of Culture, Demeter Andras, announced on Tuesday that he had withdrawn the proposal for a pilot program of the Ministry of Culture regarding the production of daily reports on the evidence of working time in public performance or concert institutions, specifying that other solutions will be sought, because the problem remains.
"If Mr. Andrei Ionescu (actor Ioan Andrei Ionescu - editor's note), with whom I filmed, worked a lot... He considers himself 'the guinea pig of the Ministry of Culture', he is very vehement and very vocal. Far be it from me to consider my colleagues guinea pigs, and then I said let's try another approach, if they feel like guinea pigs. Ultimately, without the participatory, active involvement of those to whom these instructions, these solutions, this search for solutions are addressed, you can't do it, because 'love by force' doesn't work. And then I said let's find another solution, that's it," Demeter declared for AGERPRES.
The minister stated that he has not yet thought about how to proceed.
"I haven't thought about it. For now, I've announced that... So, this is a solution that my colleagues proposed. They proposed a working group, which worked for several months. But, I repeat, it cannot be applied. Against the will of the other party, you cannot put it into practice. Together with them and others, we will look for others. The problem remains," said Demeter Andras.
The actors of the "I.L. Caragiale" National Theater in Bucharest organized a protest on Tuesday against the implementation of the Ministry of Culture's pilot program regarding the production of daily reports on working time records.
According to a press release, the project was brought to their attention through Circular No. 766/03.02.2026 - Instructions regarding the unitary organization and recording of working time for the execution staff in public performance or concert institutions.
Both the actors and the other employees in the technical and production departments of TNB protest against the fact that this circular transforms non-standard creative work in the artistic field into office work and contains annexes by which they are obliged to report daily, in writing, the detailed activity for the working hours.
"We believe that this project kills creativity in culture and turns artists into 'daily report writers', and the artistic director or manager - into our 'reporter', everyone's. The artist's work cannot be standardized into 8 hours a day, his work is not only on stage, it is also with himself - starting at dawn and ending at night, for 10 months a year, 6 days a week, and an hour on stage involves an emotional consumption that is difficult to quantify," the TNB actors said, according to the press release.
