Ministry of Environment launches public auction for biodiversity project regarding bird monitoring

The Ministry of Environment, Waters and Forests has launched a public tender for an important biodiversity project regarding bird monitoring, the institution announced in a statement on Thursday.

"The Ministry of Environment, Waters and Forests has launched in the Electronic Public Procurement System the procedure for the acquisition of Consulting Services for monitoring bird species and reporting according to Art.12 of the Birds Directive, within the Project 'Strengthening the national management and monitoring system for bird species in Romania based on Article 12 of the Birds Directive' SMIS 337659," the press release reads, agerpres reports.

The Ministry of Environment signed with the Ministry of Investments and European Projects, on May 30, the financing contract for the aforementioned project and will implement the project during the period 2025-2029, with a total budget of over 48.458 million RON, financed from European funds.

Romania, as an EU Member State, has a legal obligation to report periodically to the European Commission, in accordance with Directive 2009/147/EC on the conservation of wild birds (Article 12), the conservation status of bird species of Community interest. These reports are carried out every six years and constitute a firm commitment assumed by Romania. Similar projects have been implemented in all Member States, with comparable costs.

The bird monitoring project is financed by the Sustainable Development Program 2021-2027, non-reimbursable funds made available to Romania by the European Union. The contribution from the state budget is minimal, the costs being covered overwhelmingly by non-reimbursable external funds.

The contract has a duration of 44 months and aims to monitor approximately 270 bird species, listed in the annexes of the Birds Directive and which are present in Romania, throughout the country, including the over 600 Natura 2000 sites, of which 171 are special bird protection areas.

The activities involve field trips, data collection and analysis, identification of pressures and threats on bird species, use of modern equipment and databases, as well as the preparation of national reports to the European Commission.

"The data obtained through this project will support the sustainable planning of investments in infrastructure, agriculture, energy or tourism, by providing the necessary data for environmental assessments and will strengthen the scientific basis for biodiversity conservation measures. At the same time, this process will contribute to avoiding the triggering of infringement procedures by the European Commission, which would generate financial penalties much higher than the value of the project", declared the Minister of Environment, Waters and Forests, Diana Buzoianu, quoted in the press release.

The estimated value of the services subject to the public procurement of services is 36.534 million RON excluding VAT. The value of the contract reflects the complexity of the activities, the duration of the project and the need to comply with standardized methodologies at European level. All costs related to the implementation of the contract will be covered by the budget of the SMIS 337659 project.

The public procurement is of the open tender type. The open tender procedure is carried out in a single stage by electronic means, with the award criterion: the best quality-price ratio. In SEAP, the announcement was published on August 22. The deadline for submitting offers is September 23, 3:00 p.m.

The Ministry emphasizes that this project represents a legal obligation and an essential instrument for fulfilling Romania's commitments within the EU, with direct benefits for both the environment and the sustainable development of the country.
