Prime Minister-desingate Siegfried Muresan drew attention in Parliament's plenary session on Wednesday to problems in the justice system, saying that silence is not a solution when the rule of law is 'under pressure'.
'We have all seen the problems that exist in the justice system: secondments, changes to judicial panels, cases reaching the statute of limitations. And what we have seen in recent months is once again concerning us. When the rule of law is under pressure, silence is not a solution. Those who have the power to put things right also have a responsibility to act. That is precisely why I proposed Andreea Chis for the Justice Ministry, an independent person with experience, who knows the problems facing the justice system and is determined to improve and reform it. Ms Chis will be an independent minister, for an independent justice system,' he said in the joint plenary session of the two chambers, potrivit Agerpres.
Muresan said the government programme provides for ending 'discretionary' secondments and promotions in the justice system, introducing mandatory competitive examinations and 'clear' rules for management positions, ensuring stable judicial panels and the random allocation of cases, reforming the Superior Council of Magistracy (CSM) and the Judicial Inspection, and protecting magistrates who report irregularities.
'We are proposing a fair Romania. We know that in the past many people lost their trust in the state; people who worked, paid their taxes and followed the rules, but felt they were not treated fairly; people who saw corruption without consequences, privileges being preserved, injustices in society, institutions that too often failed to support those who had been wronged. People's dissatisfaction has real causes, and we have an obligation to take them seriously,' he underscored.
The Prime Minister-designate argued in favour of an independent justice system and a strong democracy.
'I believe now, as I have always believed, that the independence of the justice system is non-negotiable in Romania. Without an independent justice system, there can be no strong democracy. Without an independent justice system, there can be no strong economy either. The world's strong economies have a functioning rule of law and a strong, independent justice system. People and companies invest where the rules are clear, contracts are respected and the law is the same for everyone,' Muresan said.
The Senate and the Chamber of Deputies met in a joint session on Wednesday to vote on the government programme and the list of the Government proposed by designated Prime Minister Siegfried Muresan.
