Acting Health Minister Cseke Attila on Wednesday said that the funding gap in Romania's healthcare system is currently standing at RON 98 million, the amount to be temporarily covered by relocations from other areas and programmes of the Ministry of Health.
"Today there is a deficit of about RON 100 million for which we had to find solutions. More precisely, RON 98 million. That is the money that is needed to operate the healthcare system, for salaries, for material expenses, for ambulance services, for emergency reception units. Concretely - we need RON 36 million for the wages to be paid to the employees of the emergency rooms subordinated to the Ministry of Health; we need RON 20 million for material expenses at these Emergency Reception Units subordinated to the MS hospitals, RON 30 million to cover the material expenses at the emergency reception units at the hospitals subordinated to the territorial administrative units. Also, RON 12 million are needed for material expenses necessary for the operation of ambulance services. A total of RON 98 million for which an internal solution was found in the budget of the Ministry of Health so that we relocate from other areas and other programmes that were covered throughout December," Cseke said at a news conference.
According to him, RON 56 million will be reallocated from the programmes of the Ministry of Health for the payment of wages and material expenses to the emergency care units of the hospitals subordinated to the ministry, and another RON 42 million will be reallocated for the material expenses of the emergency rooms at the hospitals subordinated to the administrative-territorial units and for the operation of the county ambulance services.
Cseke also said that RON 26 million will be reallocated from the HIV-AIDS programme, RON 7 million from the Transfusion Security Programme and RON 3 millin from the "Mother and Child" Programme.
"These are stopgap solutions, which means that from these programmes with a funding coverage throughout December, a solution will have to be found for December. As for the RON 42 million that will go for material things to the emergency rooms, hospitals and ambulance services, the financial resources will be reallocated from the salary fund of resident doctors, which also means that for December it will have to be replenished so that these wages are secured. It is a solution that solves problems in the short term until the end of October," said the interim minister.
According to Cseke , this deficit can be covered in the longer term only by a government with full powers that can adopt a budget revision.
Cseke added that he discussed this week with the chairman of the National Healthcare Insurance House (CNAS) and commitment appropriations were made for the programmes managed by the CNAS of over RON 600 million so that their financing would be ensured until the end of October.
"If we talk about the Ministry of Health, in order to secure the things for all the programmes and the months of November and December, in October through these resettlements, we ensure them, we need RON 980 million that must also be ensured by budget revision. (...) The 10% withholding from the state budget law can be released only on budget revision and this 10% withholding means, for everything financed by the Ministry of Health, it means almost RON 500 million. Out of the RON 980 million that we need throughout the end of this year to cover all the programmes and funding of the Ministry of Health, half of this amount can be secured by unlocking the 10% withholding of the state budget," said Cseke.
