Romania's land registry IT outage delays over EUR 1 billion in property transactions, analysis shows

The total value of mortgage loans whose disbursement has been indefinitely delayed due to the outage affecting the National Agency for Cadastre and Land Registration (ANCPI) has exceeded EUR 437.5 million, while the value of residential property transactions put on hold has topped EUR 1 billion over the past three weeks, according to an analysis published on Thursday.

Data compiled by property platform Imobiliare.ro show that more than 5,000 home purchases that were due to be completed with mortgage financing across Romania have been blocked during the period, according to Agerpres.

"The ANCPI's IT systems have been non-operational for three weeks, making it impossible to obtain land registry extracts or register property rights and mortgages - two essential steps in both property transactions and the approval and disbursement of mortgage loans. The total value of mortgage loans whose disbursement has been postponed indefinitely exceeds EUR 437 million. This includes not only newly built homes subject to the 9% VAT rate, whose transactions were initially due to be completed by the end of July, but all homes purchased with mortgage financing, regardless of the year they were completed. Calculations by Ipotecare.ro show that residential transactions worth more than EUR 1 billion have been delayed over the past three weeks because of the ANCPI IT outage, with knock-on effects also affecting the delivery of new residential developments, the subdivision of residential projects under construction, inheritance proceedings and other property transfers," the mortgage broker said in a press release sent to AGERPRES.

According to the analysis, delaying mortgage-financed transactions may lead to the expiry of preliminary sale agreements, mortgage pre-approvals and preferential-interest loan offers, while buyers or sellers may ultimately withdraw from transactions, potentially resulting in additional costs and legal disputes.

ANCPI data show that home sales in Bucharest and Ilfov fell 1.4% year-on-year in the first six months of 2026, while residential sales nationwide declined by almost 9% compared with the same period of last year.
