Transelectrica, Romania's national electricity transmission corporation, has been empowered to implement a series of safety measures in case of a crisis on the energy market.
These measures include increasing technological reserves, curbing exported energy or even limiting domestic usage by time slots.
The government approved on Thursday a decision that provides for the temporary application of safety measures on the electricity market throughout October 30.
"The National Electricity Transmission Corporation Transelectrica - S.A., as a transmission and system operator in the field of electricity, is empowered to implement, in the event of a crisis on the energy market and in instances in which physical safety or security of persons, appliances or installations or the integrity of the National Electricity System is threatened, a series of safety measures," informs the Government Press Office.
The safety measures are aimed at increasing the technological reserves of systems in the production facilities that can operate on alternative fuel; starting the groups in technical reserve at the disposal of the National Energy Dispatch; reducing or cancelling the available export interconnection; curbing or cancelling the notified export exchanges.
Another measure provided for is capping power usage by time slots, as established by the Norm on caping power usage by time slots in crises arising in the operation of the National Electricity System.
For October it is estimated that, at the peak of the evening load, the power usage can reach up to 8,000 MW, as temperatures fall.
The forecasts show a deficit of rainfall and high cloudiness, which reduces the contribution of hydroelectric and photovoltaic energy. The forecast of the flow of the Danube at the entrance to Romania does not offer a reliable perspective of restarting at least one unit at the Cernavoda nuclear power plant in October.
According to the government, the "main vulnerability" lies in the shortage of dispatchable production during peak hours (18:00hrs - 22:00hrs) and limited imports caused by a regional energy crisis.
