Andrei (INS): There are controversies over gov't because data are not well understood

Chairman of the National Institute of Statistics (INS) Tudorel Andrei said on Tuesday that many times the data provided by INS are not well understood because there is no culture of statistical data and the interpretation is "quite the opposite."

"This inequality that exists at the level of public administration (in terms of employees' salaries) is a reality. The INS, in terms of salary, is on the 73rd place. A country is not strong if it does not have a normal pay system for the fundamental institutions. Statistics do not provide data only for the government, statistics provide data for the entire society. Many times, you should know that controversies arise related to the Government because the data are not well understood. Many times there are realities that they could present favourably, but since there is no culture of statistical data, the interpretation is quite the opposite. It needs to be rethought a little. (...) I can assure you that from the point of view of our performance, at European level we are among the leading institutions and it is not by chance that we have completed among the first files at the OECD and the entire process of accession to the OECD takes into account statistical data, an architecture of what information means and data optimization at the level of public administration", explained Andrei at the launch of a project on fund management.

He said that global statistical data are often misinterpreted.

"You have a set of data. If you don't have the culture of interpreting them, you have done absolutely nothing. Know that we often have misinterpretations. Why? We are interested in the granularity of data, but the granularity of data means additional costs, it means investments to obtain. And there's something else. It means anticipating that you need data. The European Commission never comes to say - tomorrow go and collect that data. Anticipate. And through documents, through regulations, it says - in the next 2-3 years you will live and build the information system to collect this data. Romania needs strong statistics."

Andrei participated in the launch conference of the project "Effective management of non-reimbursable external funds and monitoring their contribution to the sustainable development of Romania by creating a culture of sustainability and developing the knowledge of the staff in central and local public administration institutions in the field of sustainable development and circular economy", implemented in partnership by the Ministry of European Investments and European Projects, the General Secretariat of the Government, via the Department for Sustainable Development and the Directorate of Internal Managerial Control and Interinstitutional Relations, the National Institute of Statistics and the National Institute of Administration.
