The Romanian Energy Regulatory Authority (ANRE) granted on Tuesday the authorization for the development of upstream supply pipelines associated with natural gas production under the Neptun Deep strategic project, the institution announced in a press release.

The decision concerns the critical infrastructure connecting the offshore exploitation perimeter in the Black Sea to the shore terminal in the Tuzla commune, Constanta county, and marks an essential stage in the development and exploitation of the most important natural gas field discovered in Romania in recent decades.

"The granting of this establishment authorization represents another important step towards the efficient exploitation of Romania's strategic resources in the Black Sea. Neptun Deep is not just an energy project, but a starting point for Romania's ambitious plan to become an exporter of energy security in the region. ANRE remains firmly committed to supporting investments that will transform Romania into an energy champion in Central and Southeast Europe," stated George Niculescu, President of ANRE, as referenced in the institution's press release.

The authorization was issued to the economic operator OMV Petrom SA, in partnership with Romgaz Black Sea Limited, following the analysis of the technical and legal documentation submitted to ANRE, completed in full by July 11, 2025.

The total value of the authorized works is estimated at 3.77 billion RON (excluding VAT).

The authorization is valid until December 8, 2045, in accordance with the provisions of the regulations in force.

The targeted components include: transport pipelines from the offshore area to the onshore area; beach, cliff, road, and railway underpasses; the Tuzla regulation and metering station (SRM Tuzla); and associated infrastructure (control center, platforms, lighting, fencing).
