According to a Government press release, the justification memorandum regarding the necessity and advisability of incurring expenses for the "Early Warning System" (SAT) investment project has been re-approved.

"The 'Early Warning System' (SAT) implemented to strengthen performance, resilience, and response capacity regarding evolving cyber and information threats associated with the electronic identity card ecosystem will be further developed. To this end, the Government has re-approved the memorandum justifying the necessity and advisability of the expenditure for this investment. According to updated figures, the cost of implementing the investment project will increase from 106.4 million lei (the amount initially approved) to 144.5 million lei. This amount falls within the budget approved under the National Recovery and Resilience Plan (PNRR), which is funding the project," the press release states.

The "Early Warning System" (SAT) investment project aims to ensure a high level of security for all components involved in the issuance and management of the electronic identity card (CEI), including the ICT infrastructure supporting the digital services of the Ministry of Internal Affairs. The Government notes that the SAT system plays a vital role in protecting the IT resources required to provide electronic public services to both citizens and Ministry personnel.

"The system facilitates digital interaction between public and private entities and citizens through a secure and resilient IT infrastructure. The project is funded via the PNRR, Component 7 - Digital Transformation, under Investment 8 - Qualified Electronic Seal and Qualified Digital Signature (Milestone 174), and proposes an integrated and proactive approach to preventing, deterring, and countering complex cyberattacks," the document states.
