Gov't to approve open governance strategy

The government will meet today to look at an open governance strategy for Romania in 2025 - 2030.

"The open governance strategy will contribute to overcoming the previous limited, uncoordinated and non-unitary impact of government initiatives in the field of open government, clearly establishing, at all levels of administration, the framework for objectives, resources and implementation ways, an action plan for the implementation of the strategy and a plan for monitoring and evaluating the implementation stage", according to the bill's substantiation note.

The strategy aims to create a coherent institutional framework for the implementation of open governance policies in order to increase trust and quality of interaction between the public and state institutions, including specific actions like promoting a coherent understanding of the concept of open governance and its benefits for the society; strengthening the coordination and support role of the General Secretariat of the Government in open governance; strengthening the regulatory framework for open governance; creating a favourable environment for civil society organisations in Romania; increasing transparency and participation; improving the coordination and integration of open governance policies and practices across the state; strengthening the protection and promotion of the civic space.

The strategy is designed to create and strengthen a culture of open governance that promotes the principles of transparency, integrity, accountability and participation of stakeholders.

Also discussed at today's meeting will be two more draft decisions, on the payment of Romania's annual membership fee to the European Youth Foundation and the European Youth Card Association.

The executive will also consider a draft emergency ordinance securing loans from the State Treasury.

A draft emergency ordinance amending Government Emergency Ordinance (OUG) 35/2022 approving measures for the implementation of the national afforestation and reforestation campaign provided for in the National Recovery and Resilience Plan.

Another draft emergency ordinance submitted to the Government's analysis aims to approve the Digital Competence Framework for Citizens in Romania.
