The intervention time of police officers in cases of domestic violence, according to an analysis carried out in the first ten months of 2025, is under ten minutes in 70% of the situations, according to information from the General Inspectorate of the Romanian Police (IGPR).
The cited source specifies that, in only 5% of cases, the reaction time exceeds 20 minutes, these situations being encountered especially in rural areas, where travel distances are greater than in urban areas.
"Also, the travel time from the scene of the intervention to the police subunit headquarters does not have a predetermined duration, varying from one case to another and being influenced by several external factors, such as the distance traveled, the intensity of road traffic, weather conditions, etc.", is stated in a statement from the IGPR sent to AGERPRES on Thursday.
In order to manage domestic violence cases as efficiently as possible, the Romanian Police implemented the Integrated Maintenance Application (AIM) and purchased mobile electronic devices (tablets and printers), which reduce the time required to prepare specific documents and simplify their management.
The preparation of documents related to the intervention, as well as those regarding the management of domestic violence cases - namely the risk assessment form, the issuance of the temporary protection order, including the ordering of the electronic monitoring measure - benefits, with the implementation of the AIM application, from the possibility of automatically completing the identification data of the persons involved, the location and the data of the police officers who draw up the documents.
"In an intervention regarding domestic violence, in addition to the time required to prepare documents for a criminal complaint that does not target this area, police officers must also carry out the following activities: preparing the risk assessment form - 5-10 minutes; issuing the temporary protection order and related documents - 15-20 minutes; implementing the electronic monitoring measure (installing the device, synchronizing the devices and preparing specific documents) - 25-30 minutes," specifies the IGPR.
In these cases, the presentation of the rights and obligations of the persons involved is carried out simultaneously with the preparation of the documents, not being a distinct activity that requires additional time.
The additional time budget required to complete all activities in cases of domestic violence is 45-60 minutes, under conditions in which the event takes place within normal parameters (2-3 people involved, no technical problems, documents drawn up electronically, etc.).
"By comparison, if prior to the acquisition of mobile electronic devices (tablets and printers) and the implementation of the AIM application, respectively in 2024, the time budget allocated to preparing documents specific to the context of domestic violence, in letter format, was approximately 2-3 hours, at the present time, under the conditions shown above, this time is reduced to a maximum of 60 minutes," the cited source also shows
