Acting Foreign Minister Oana Toiu announced on Friday that the Ministry of Foreign Affairs has decided to withdraw the public utility status of the International Law and International Relations Association (ADIRI), arguing that the organization "has no longer met the legal criteria for seven years now." The decision was communicated in a message posted on Facebook.
Toiu noted that the Ministry's decision must be formalized through a Government Decision, which will be brought back on the agenda. "We will not give up on this; it will be reintroduced at the next meeting because we have not seen any consistent legal analysis that could justify maintaining public utility status in the absence of compliance with the legal criteria. The decision is a duty, not an option. Public utility status is not a perpetual blazon," the minister wrote.
She added that ADIRI may continue its activity in the fields it considers relevant, "but it has chosen not to meet the legal criteria for years - either because it believed it did not need this status, or because it believed it had a special status."
Toiu explained that she launched, at the start of her term in office, a rigorous review of all organizations for which the Ministry of Foreign Affairs is the initiating authority in granting public utility status, stressing the role of the press and civil society in signalling irregularities.
"ADIRI has not fulfilled, from 2018 to the present, its legal obligation to submit and publish its activity reports and annual financial statements in the National Register of Non-Profit Legal Entities and in the Official Journal, Part IV. Six years of institutional silence, although the law requires annual reporting. The register is public; it can be easily checked," she added.
She went on to say that pressure for correct decisions "is and will continue to be very high", but that restoring trust between the state and citizens requires "effort, courage and clarity. And it will inevitably disturb certain interests. But we will continue."
