PNL's Bolojan: PNL proposes national pact to parties and the President to support a minority Government

The National Liberal Party (PNL) is proposing to parties and President Nicusor Dan a national pact to support, for a period of six months, a minority Government formula, Liberal leader Ilie Bolojan announced on Sunday, mentioning that PNL MPs will not support the Government proposed by Adrian Vestea.

Bolojan explained that there are two scenarios for a minority Government: one formed by the Social Democratic Party (PSD) with parties willing, in a transparent manner, to be part of such a cabinet, and another made up of the PNL, the Save Romania Union (USR) and the Hungarian Democratic Union of Romania (UDMR), agerpres reports.

"We believe that following the PNL Congress decision not to support a Government in which the PNL is not represented, this Government that is attempting to pass does not have a transparent and assumed majority as it results from parliamentary arithmetic. In this situation, the PNL will not support such a solution, and the recommendation to our parliamentary groups is to leave the chamber during the vote," Bolojan said after the meeting of the newly formed National Permanent Bureau following the Extraordinary Congress.

He said he is proposing a national pact to support a minority Government.

"Regarding the solutions to unblocking the situation, we have approved and will propose, both to our partners with whom we have discussed and with whom there is a principle agreement on this topic, and to the President of Romania, the solutions we see for unblocking the government situation in a transparent way. This means that, since we can no longer operate on a transparent parliamentary majority, because we have lost trust in the Social Democratic Party, the formula we see as feasible, in the conditions where the PSD has not assumed responsibility for forming the Government, is a minority Government formula. For this type of Government to function, a national-type political agreement is needed, in which over the next six months the signatory parties commit that, regardless of who is in government, they will assume a set of basic conditions that take into account our current priorities and the economic and budgetary situation," Bolojan said.

According to the Liberal leader, such a national pact could include a commitment by any government to assume responsibility in Parliament, no later than mid-July, for all the National Recovery and Resilience Plan (PNRR) reform projects and for maintaining fiscal and budgetary balance.

He stressed that, if parties were to sign such a national pact, there are two working scenarios: a minority PSD Government with parties willing, in a transparent manner, to take part in it, or a Government made up of the current parties - the PNL, the USR and the UDMR.

"In the event that the President of Romania opts to entrust a centre-left Government, then those on the centre-right would commit to voting for its investiture and not to table a motion of censure until the end of this year, or to support a motion of censure, in order to ensure a minimum level of coherence if the Government observes the terms of the agreed pact. If the President opts for another formula, a centre-right one, then the PSD should provide this vote of investiture. These solutions mean that there would be a Government with transparent commitment, with explicit support from parliamentary groups, which would avoid the political tensions we currently have, because certainly a Government formed under the present conditions cannot have a future in Romania in the coming period. We will communicate this standpoint to the President and, in the coming days, depending on the development of the situation and the decisions Parliament will take in the coming days, we will communicate on this topic," Bolojan said.
