President Klaus Iohannis on Wednesday sent a letter to Parliament's standing bureaus and the Senate asking Parliament for the approval of the establishment in Romania of a naval training facility for the training of Ukrainian personnel.
The president says that the recent developments in the war of aggression waged by the Russian Federation against Ukraine have highlighted the need to intensify and diversify the training of the Ukrainian armed forces. "Following the analysis carried out, it resulted that Romania has the possibility to contribute to the Maritime Capability Coalition by hosting a naval training facility, as well as by supporting the training process of the Ukrainian Marine Infantry, within the limits of the existing capabilities," he said.
The proposed concept and the provisional approvals of the partner forces provide for the facility to operate for two years, with Romania free to express its right to terminate the commitment at any time during the training process or after the expiry of the established period. "Contributions from the international community will support the operation of the facility, and funding and planning of support for initial development will be provided entirely by the UK. The training facility will make Romania a regional leader in the training process in the field of naval operations, contributing to increased cohesion, demonstrating unity and strengthening the Euro-Atlantic deterrence and defence posture," the president's letter reads.
At a joint meeting on Wednesday, the standing bureaus approved another letter from the President asking for the approval of Romania's participation in the NATO Security Assistance and Training for Ukraine - NSATU mission, starting this year, by making available the infrastructure and equipment necessary for hosting and operating on the national soil of the Logistic Enabling Node-Romania (LEN-R) facility within the 71st Campia Turzii Air Base. A staff of up to 100 military personnel will also be made available - staff personnel within the mission commands, trainers under training modules outside Romania, as well as specialist detachments for the operation of LEN-R .
Both letters will be included on the agenda of a joint plenary session on Monday, September 23.
Also on Wednesday, Parliament received two more letters under which Iohannis informs Parliament that he has approved the transit of equipment and material goods donated to Ukraine by Sweden and also that he has approved the conduct of training activities and exercises with the American partner, including a two-year prepositioning in Romania of a US contingent of naval forces for special operations. Both documents are also to be included on the agenda of the joint plenary session of Parliament.
