President Nicusor Dan will participate on Thursday in the second meeting of the Eastern Flank Summit (Helsinki Format), which takes place in Gdansk, the Republic of Poland.

According to a Presidential Administration release, the agenda of the meeting focuses on the coordination among the EU member states which are located in the immediate vicinity of the Russian Federation in view of implementing the Readiness 2030 Plan and all those other European instruments meant to increase the Union's defence capability and European defence industry, agerpres reports.

The Summit is hosted by Polish Prime Minister Donald Tusk and will be attended by presidents of Romania and Lithuania, as well as by Prime Ministers of Sweden, Finland, Estonia and Latvia. The fist event of the Helsinki Format took place in Finland on 16 December 2025.

"Romania's President will present to the European leaders the efforts undertaken, at national level, for strengthening defence and deterrence capabilities, including through our country's participation in the SAFE [Security Action for Europe] programme and the European Defence Projects of Common Interest (EDPCI). Moreover, the head of state will provide information on the stage of the Black Sea Security hub and the inclusion, at Romania's proposal, of a new pillar in the Eastern Flank Watch project on rising awareness of the situation in the maritime area [Maritime Domain Awareness]," the release informed.

The quoted source also mentioned that President Nicusor Dan will propose a close collaboration within the negotiations regarding the future Multiannual Financial Framework of the EU, with a view to allocating increased resources in the defence and security areas, including dual-use infrastructure which will contribute to the implementation of the future Regulation on Military Mobility.

"Romania contributes to strengthening the Eastern Flank through the development and modernisation of national defence capabilities, the defence industry and by taking part in civilian and military missions of the EU and NATO in this region (e.g. air policing missions, organising regular exercises). Thus, ahead of the NATO Summit in Ankara, Romania and the other EU states which are located on the Eastern Flank plead for ensuring complementarity between the EU and NATO efforts in the defence area and strengthening the transatlantic relationship," the Presidential Administration underscored.
