Simplifying way in which companies in Romania obtain documents, report launched at Government

The government launched, on Wednesday, at Victoria Palace, the final report "Reform of the economic activities authorization regime", a strategic document that marks a paradigm shift in the relationship between the state and the business environment, by introducing key principles such as "only once" and "silence means approval" in the licensing process of economic activities.

According to a press release from the General Secretariat of the Government (SGG), the report was developed within the framework of the TSI23RO21 project - "Improving the business environment by implementing a streamlined licensing reform" and aims to simplify the way in which companies in Romania obtain the licenses, authorizations and approvals necessary to carry out economic activities, by reducing bureaucracy, clarifying rules and digitizing interaction with public administration.

During the event, the head of SGG, Radu Oprea, emphasized that the reform of the authorization regime represents one of the most important structural reforms with a transversal impact on the economy, highlighting the role of the Government in assuming and coordinating this process, which aims to transform the state into a more predictable, more efficient and more oriented partner towards the real needs of the business environment.

The project carried out by the Competition Council, in partnership with the OECD, with the support of the European Commission, through the TSI technical assistance instrument (SG REFORM), aims to reduce the administrative burden, increase transparency and strengthen the relationship between the state and the business environment, especially for small and medium-sized enterprises, the cited source specifies.

"The reform of the licensing regime aims to simplify, rationalize and digitalize the procedures through which companies can obtain the right to operate on the market. The application of the 'once only' principle means that companies will no longer be required to provide the same information and documents to multiple institutions, and the 'silence means approval' principle allows obtaining a license in the absence of a response within the legal deadline, under certain conditions. The report proposes extending these solutions, already implemented in the field of industrial activities, to the trade and service sectors, where the complexity of the current licensing system generates delays, additional costs and difficulties for both the business environment and public authorities," the press release reads.

During the event, Isabell Koske, Deputy Director in the OECD's Economics Department, presented the main findings and recommendations of the report, highlighting the impact of the reform on the functioning of markets and economic competitiveness.

The importance of Romania's reform agenda for improving the business environment by redesigning the licensing system was also highlighted in the interventions of: Bogdan Chiritoiu, President of the Competition Council; Carmen Moraru, Secretary of State, Ministry of Investments and European Projects; Iulian Margeloiu, Secretary of State, Ministry of Economy, Digitalization, Entrepreneurship and Tourism; Ionut Mihai Rădoi, President of the Industrial Licensing Office.

The presented reform is based on the progress already made in the field of licensing industrial activities, including through the development of the electronic single window and the operationalization of the Industrial Licensing Office, and marks Romania's transition from the analysis stage to the effective implementation of the reforms, the statement added.
