Transelectrica, Georgian State Electrosystem advance Black Sea Submarine Cable Project with new MoU

Transelectrica S.A., Romania's national electricity transmission operator, and Georgian State Electrosystem JSC (GSE) signed on Wednesday in Bucharest a Memorandum of Understanding on cooperation for the development of the Georgia - Romania Black Sea Submarine Cable Interconnection Project, which has reached an advanced stage of preparation.

"The signing of the Memorandum marks a new stage in the evolution of the project, which has already completed the feasibility-study phase, is included in ENTSO-E Ten-Year Network Development Plans (TYNDP) for 2022 and 2024, and is being promoted for inclusion in the TYNDP 2026 edition," the Romanian operator said in a statement.

In December 2025, the project was added to the European Union's list of Projects of Mutual Interest (PMI).

The document signed in Bucharest sets the framework for cooperation between Transelectrica and GSE in preparing and advancing the high-voltage direct-current (HVDC) interconnection between Georgia and Romania. The partnership covers coordinated planning activities, technical studies, marine surveys, environmental and social assessments, financing, and institutional representation at European and international levels.

"The signing of this Memorandum reflects the maturity and significant progress achieved by the Black Sea Submarine Cable Project, as well as Transelectrica's firm commitment to actively contribute to the development of strategic energy infrastructure for the region. Close cooperation with Georgian State Electrosystem strengthens Romania's role as a regional energy hub and supports European objectives on energy security, market integration and the transition to green energy," said Transelectrica CEO Stefanita Munteanu.

The Black Sea Submarine Cable Project is being developed in line with the Strategic Partnership Agreement on green energy signed in December 2022 by the governments of Azerbaijan, Georgia, Romania and Hungary. It has the potential to significantly enhance energy security, diversify electricity-transport routes and integrate renewable sources across the Black Sea region and the European Union.

Through this initiative, Transelectrica reaffirms its commitment to regional cooperation, the development of critical electricity-transmission infrastructure and the consolidation of Romania's position within the European energy architecture, the statement adds.
