American Councils for International Education announced on Tuesday the opening of applications for the 2025-2026 Future Leaders Exchange Program (FLEX) scholarships.
"American Councils for International Education is proud to announce a landmark agreement with the Romanian Ministry of Education and Research to support the Future Leaders Exchange (FLEX) program for the 2026-2027 academic year. This partnership marks a significant milestone in U.S.-Romania educational cooperation," according to a release of the institution.
The FLEX program is funded by the US Department of State through its Bureau of Educational and Cultural Affairs and in Romania is equally funded by the Governments of the US and Romania. It gives Romanian high school students the chance to live with a volunteer American host family, study at a US high school and take part in cultural and volunteer activities alongside young people from around the world.
According to the quoted source, participants can be placed in any of the 50 US states, usually in small or medium-sized communities, to experience American culture authentically.
FLEX is open to all high school students who meet the eligibility criteria, including those with disabilities. Upon return, the year spent in the US can be recognised and equated according to the regulations in force.
The competition is open to high school students who meet all of the following criteria:
* hold Romanian citizenship;
* are born between 1 January 2009 and 31 December 2010;
* are in 9th, 10th, or 11th grades in the 2025-2026 academic year at a high school in Romania;
* study English at high school;
* meet the requirements to obtain a US visa and have not stayed in the US for more than three months in the past five years.
The application period runs from 24 November to 18 December 2025. Applications are submitted online and the application form is available at the following link: https://ais.americancouncils.org/FLEXRomania.
