The Investment and Development Bank (BID) on Thursday signed an agreement to participate, on behalf and for the account of the Romanian state, in the Three Seas Initiative Infrastructure Fund of Funds, a new regional platform managed by the European Investment Fund (EIF) and dedicated to financing strategic infrastructure in EU member states between the Baltic, Adriatic and Black seas.
Romania is one of the fund's two largest national contributors, with a EUR 50 million commitment made through BID.
According to a statement from the bank, the signing of the fund's mandate agreement puts into effect the memorandum on participation concluded at the Three Seas Initiative Summit in Dubrovnik in April 2026 and strengthens BID's role as an institutional investor in strategic projects with regional impact.
Institutions from Romania, Poland, Lithuania, Bulgaria, Croatia and Slovenia are contributing a combined EUR 180 million. The EIF will provide at least an equivalent amount from resources under its management, giving the platform an initial investment capacity of EUR 360 million.
Through investments in infrastructure funds, the mechanism aims to mobilise at least EUR 2 billion for projects across the region.
"BID's role must be to multiply the resources Romania makes available for investment and attract private capital alongside them. The EUR 50 million we are committing now is not merely a contribution to a regional fund, but capital entering a mechanism with a multiplier effect that can generate infrastructure investment several times greater," interim Finance Minister Alexandru Nazare said.
The EIF will select and monitor a number of infrastructure funds pursuing both general and specialised strategies. The platform will act as an anchor investor alongside other investors, with the aim of attracting institutional and private capital into regional infrastructure.
"For BID, signing the mandate agreement means moving from the intention to participate announced in April to a concrete investment commitment. The fund-of-funds model provides diversification across several strategies and managers, while EIF co-investment increases our capacity to intervene from the outset. At the same time, we are contributing to the development of a regional infrastructure fund market capable of attracting long-term capital and financing well-prepared projects in Romania and across the region," BID director general Raluca Nicolescu said.
The new infrastructure fund complements two other investment vehicles developed under the Three Seas Initiative. Romania, through BID, has already committed EUR 20 million to the Three Seas Initiative Investment Fund. According to a 2026 impact report, that fund has generated around EUR 255 million in investment in the Romanian economy and could have an estimated total impact of approximately EUR 1.24 billion in Romania over its lifetime.
BID also committed EUR 20 million in November 2025 to the Three Seas Initiative Innovation Fund, an EIF-managed instrument targeting innovative growth-stage companies. With the new EUR 50 million infrastructure commitment, Romania's contributions through BID to the three Three Seas Initiative investment vehicles have reached EUR 90 million.
The partnership between BID and the EIF is also expanding at national level. In June 2026, the two institutions signed a memorandum on the creation of RoBOOST, a fund of funds for Romanian companies, to which BID is considering contributing EUR 100 million from its own resources.
"Romania needs massive investment in energy, transport, digital infrastructure and projects that improve regional connectivity, and the public budget cannot meet these needs alone. This is precisely why we are building instruments through which every unit of public money can attract additional resources and investment expertise," Finance Minister Alexandru Nazare said.
The infrastructure platform remains open to additional participants and aims to reach EUR 250 million in national contributions, which the EIF will at least match through co-investment.
The Three Seas Initiative is a political and economic cooperation platform bringing together 13 EU member states between the Baltic, Adriatic and Black seas. The Initiative aims to develop regional connectivity and infrastructure, strengthen European cohesion and enhance economic competitiveness. Romania is an active member and was the first country to host the Initiative's Business Forum, in 2018, when the foundations were laid for the first investment fund associated with the Initiative.
