The Legal Committee of the Chamber of Deputies adopted a favorable report on Wednesday regarding the bill on the approval of the National Strategy and Action Plan for Biodiversity Conservation, after the bill had previously received a rejection report from the Environment Committee.
Members of the Legal Committee adopted an amendment requiring competent public authorities to request an advisory opinionissued via a resolution of the local or county council, as applicablebefore adopting measures outlined in the Action Plan that affect local or county communities. Local or county councils are required to issue a decision within 60 days of receiving the request; if no resolution is adopted within this timeframe, the opinion will be deemed favorable.
The MPs on the Legal Committee also agreed to remove the word "indigenous" from the text of the law, thereby accepting an amendment proposed by the AUR parliamentary group.
Previously, the Chamber of Deputies' Committee on the Environment adopted a report recommending the rejection of the draft law on the approval of the National Strategy and Action Plan for Biodiversity Conservation. The report is to be re-examined by the committee and submitted for debate and a vote by the plenary of the Chamber of Deputies.
The Environment Committee meeting was suspended prior to the vote, following more than two hours of debate marked by numerous heated exchanges. Consequently, the bill was not included on the agenda of the plenary session originally scheduled for 12:00 p.m., during which MPs adopted three other bills.
However, the deputies managed to adopt two amendments proposed by the PSD, following lengthy debates on them as well.
The bill was adopted by the Senate on August 4.
