EU 15 years: How much is Romania receiving from EU and how much it contributes to Union's budget

Romania has received from the European Union, since joining and until now, 69.94 billion Euro (period of January 1, 2007 - January 31, 2022) and contributed to the Union's budget with 24.20 billion Euro, according to the financial flow evolution between Romania and the European Union, published on the website of the Ministry of Finance, https://mfinante.gov.ro/.

As such, 15 years since joining the European Union, Romania has a positive balance of 45.74 billion Euro, meaning European funds received by our country, on top of the money which it contributed to the EU budget with, according to the evolution of financial flows between Romania and the European Union, published on January 31, 2022.

From the total of 69.94 billion Euro received by Romania since joining the EU, 36.68 billion Euro were received in the multi-annual financial framework of 2007-2013, and 33.16 billion Euro were sums received within the multi-annual budget of 2014-2020, according to https://mfinante.gov.ro/

Romania's contribution to the European Union's budget has gone up, starting with January 1, 2021, to 1.4% of the National Gross Income, as opposed to 1.2% (2020), thus reaching the sum of 12.357 billion RON (2,357 billion Euro), as a result of the European Mechanism for Resilience and Recovery, where each state will contribute more to the EU budget. In this sense, president Klaus Iohannis signed on February 15, 2021, a decree for the Parliament to ratify the Decision (EU, EURATOM) 2020/2053 of the Council on December 14, 2020, regarding the EU's own resource system and abrogation of Decision 2014/335/EU, EURATOM, adopted in Brussels, according to the website https://www.presidency.ro/.

Romania's contribution to the EU's budget in 2022 will be of 12.878 billion RON, and later, in 2023, it will go up to 13.126 billion RON and 13.376 billion RON in 2024, according to the project regarding the fiscal-budgetary Strategy for the period of 2022-2024, published on December 19, 2021, on the website of the Ministry of Finance.

The sums which Romania is contributing with to the EU budget are directed towards financing programs and projects in all EU countries (road construction, research grants, environmental protection, etc.)

According to the commitments took through the Accession Treaty to the European Union of the Republic of Bulgaria and Romania, ratified by Law no. 157/2005, Romania, as a member state, participates in the financing of the EU budget in accordance with community regulations, which are directly applicable from the date of accession. Thus, starting with January 1, 2007, Romania ensures the pay of its contribution for financing the EU budget within the community budget's own resources' system, according to the Report regarding the macro-economic situation for 2021 and its projection for the years 2022 and 2024, published on the website of the Ministry of Finance.
