The Romanian Farmers and Professional Processors Forum (FAPPR) warns that, amid rising fertilizer prices and new costs generated by European climate policies, restarting domestic fertilizer production "is no longer an option, but a strategic necessity."
The organization says reopening the Azomures platform would help stabilize the market, cut dependence on imports and ensure more predictable access to inputs.
In an open letter, the Forum urges authorities to adopt "immediate, concrete measures so farmers can continue their activity under sustainable conditions."
"In recent years, the fertilizer market has become extremely volatile, and recent developments amplify risks for farmers. High input costs directly affect competitiveness. In this context, resuming domestic fertilizer production is a strategic necessity," the document states.
The Forum also warns that the Carbon Border Adjustment Mechanism could increase costs for imported fertilizers, adding financial pressure "in the absence of adequate compensation measures." Rapid interventions are needed, they argue, to avoid impacts on production and food security.
The APPR Forum calls for urgent support for domestic fertilizer production and a functional framework for restarting Azomures, as well as support tools for farmers - such as fertilizer vouchers or compensation schemes - and an integrated approach to agricultural, industrial and environmental policies.
Without swift action, farmers may be forced to reduce fertilizer use, with direct consequences for yields and agri-food stability. "Agriculture cannot function in conditions of uncertainty and unpredictable costs. It is time for quick and responsible decisions," the organization says.
The Romanian Farmers and Professional Processors Forum (FAPPR), founded in 2012, represents producers and processors and is a member of CEPM and Farm Europe.
