Octavian Berceanu, former head of the Environmental Guard, appreciates that the searches carried out in five counties in the file regarding illegally introducing waste originating from the intra-community space represent "a glass of water in a swimming pool".

According to him, the entry into Schengen and the disappearance of customs checkpoints will allow a flow of "hundreds of trucks and wagons with waste collected by the Italian mafia" from all over Europe on the national territory. The former head of the Environmental Guard pleads for the establishment of the Waste Tracking System, mandatory for all merchants and transporters, to ensure the traceability of waste from the moment of generation until its disappearance.

"Romanian General Police Inspectorate (IGPR) action, a glass of water in a swimming pool! At any time after entering Schengen, if not now, trucks with radioactive waste from the medical industry can arrive in Romania and be buried near densely populated areas, in the so-called 'fish facilities' ". (...) The Government deliberately did not establish a Waste Tracking System - SUD, like SUMAL 2.0 regarding wood. SUD should be mandatory for all traders and transporters, so that we know where they come from and where the waste arrives, what are the storage capacities, what volumes and tons are moved, what waste is internal and what is external, what is the volume processed and stored in reality," Berceanu wrote on Sunday.

He also criticizes the Government for "not wanting to generate an information system" between the institutions (Environmental Protection Agency, National Environmental Guard, National Tax Management Authority (ANAF), Romanian Police, Romanian Intelligence Service (SRI) so that "information circulates quickly, the flow of money is monitored and closed illegal businesses". According to him, in the past, the Ministry of the Environment approved over 850 fish farms which, "de facto, covered two types of crimes": the illegal extraction of ballast and the illegal burial of waste.

"The legislation allows accumulations of waste for 'recovery' for 3 years. During these 3 years no one disturbs the operator. They collect mountains of waste, from all over Europe, for recovery. And when I say recovery, for a correct amount you get authorization from the environment having a mesh fence, a hammer, a chisel, a flex and a wheelbarrow. I know, it's not Somalia and yet (...) After 2 years and 9 months the company goes bankrupt, the shareholders change and the culprit is a 90-year-old old woman," Berceanu mentions.
