The Executive approved on Thursday the quantifiable criteria for the assessment of the activity of staff of the Ministry of Transport and Infrastructure structures involved in the management of European funds, for eligibility for financial incentives, the government said in a release. The said criteria are: exceeding by 10% the absorption targets for the previous year, representing the EU contribution from European funds pledged by the Ministry of Transport and Infrastructure and communicated to the Romanian Government and the European Commission by the Certifying and Paying Authority; a 10% reduction of the time required for completing the works, as established by legal provisions/internal working procedures, for at least 50% of the works performed; achieving a minimum of 10% of the total works compared to the number of tasks to be performed as established through internal procedures.
The gross monthly amount of the incentives shall be set at a maximum of 30% of the basic salary, following the assessment of the activities that meet the criteria, the cited source specifies, agerpres reports.
The Ministry of Transport and Infrastructure, through the Directorate General for European Transport Programs, manages multiple sources of financing totaling 15.8 billion euros, to which a state budget contribution adds in total of 29.55 billion euros, the government mentioned.
The respective programs are:
- The Transport Program 2021 - 2027 - 2029: EU funding - 4.6 billion euros, state budget: 4.9 billion euros (overcontracting: 19 billion euros, cumulative: 23.9 billion euros), total - 28.8 billion euros;
- NRRP 2021 - 2026: EU funding - 7.3 billion euros, state budget: 5.5 billion euros, total: 12.86 billion euros;
- Connecting Europe Facility 2021-2027: EU funds - 1.03 billion euros, state budget - 0.3 billion euros, total: 1.33 billion euros;
- Modernization Fund: EU funds - 2.3 billion euros, state budget - 0.8 billion euros, total - 3.1 billion euros.
Incentivising the staff involved in the absorption of European funds during the 2021 - 2027 programming period generates a high performance in the level of absorption of the funds allocated to the Transport Program, and the necessary money is being borne by the European Commission, the government explained.
