The Government on Thursday established, through an emergency ordinance, the regulatory and administrative framework at national level for the implementation of Regulation (EU) 2024/1252 on the secure and sustainable supply of critical raw materials and for the development of strategic projects established by this Regulation, thus supporting the development of a sustainable and environmentally responsible economic model.
According to a press release belonging to the Executive, the adoption of the regulatory act responds to the urgent need to strengthen Romania's economic security, in the context of geopolitical tensions and disruptions to global supply chains, caused by the Russian military aggression in Ukraine, agerpres reports.
"Critical raw materials, indispensable for sectors such as clean technologies, digital industry, defence and aerospace, are essential for the green and digital transition and for the competitiveness of the European economy. The promotion of the regulatory act supports the relaunch of the non-energy mineral resources sector, essential for national security and the transition to green technologies," the Government's press release states.
Thus, the emergency ordinance creates the institutional and procedural framework necessary for the implementation of Regulation (EU) 2024/1252 - Critical Raw Materials Act (CRMA) at the national level.
The Ministry of Economy, Digitalisation, Entrepreneurship and Tourism will fulfill the role of national authority for coordinating the application of the provisions of this Regulation and will ensure national representation in the European Committee for Critical Raw Materials, established according to the provisions of art. 35 of the Regulation.
According to the same normative act approved by the Government, the National Regulatory Authority for Mining, Petroleum and Geological Storage will fulfill the role of "One-Stop Shop" for issuing mining licenses provided for by law for the extraction of non-energy mineral resources.
Also, the Industrial License Office will fulfill the function of "One-Stop Shop" for the processing and recycling of critical raw materials.
At the same time, the document introduces clear deadlines for strategic projects: 45 days for confirming applications, 15 months for their resolution, and 12 months in the case of the extension of an already authorised projects. The deadlines may be extended in situations involving integrated environmental authorisations.
"The implementation at national level of the provisions of EU Regulation 2024/1252 thus supports national companies in capitalising on the opportunities for financing strategic projects created by this Regulation and, implicitly, the opportunity to relaunch at national level the field of non-energy mineral resources - an economic sector of critical importance in achieving strategic national security objectives and achieving the energy transition towards green technologies, in order to combat the effects of climate change," reads the abovementioned press release.
