The Government will amend the ordinance related to anti-drug tests, so that the Forensic Medicine Institute (IML) will be obliged to give an answer within 72 hours in the case of drivers whose driving license was confiscated on the charge of drug consumption, and if the authorities do not comply with this term, the license should be returned to the driver and the application of the law, where appropriate, should be done after the final result of the analyses, declared Prime Minister Marcel Ciolacu.
"I will come up with a modification, as I announced it, so that within 72 hours the answer will be given from the IML and if the Romanian state does not comply, it will return the license after this period, following that, after the final tests and after the result, to implement the law," explained Marcel Ciolacu.
He specified that, in his opinion, it is correct that the drug test analysis laboratories remain at the IML.
"I think it is correct - and this is how I spoke with the minister of the Interior - that the laboratories should remain at the IML. I also had a joint meeting with the minister of Health, who already informed part of the press that we have a program signed with the World Bank, of approximately 40 million euros, for all 6 regional centers and some 22 or 24 areas in the country, so that we can effectively cover, with new equipment, because we must recognize that this phenomenon exists in Romania, as it exists in all developed states. And then we need a professional approach and logistics at the disposal of the state, so that the results are fast," Ciolacu said.
In this context, the head of the Government emphasized that in the case of driving licenses already suspended for drug use, it is the purpose of the Ministry of Justice and the Ministry of Internal Affairs to find a solution, when asked in this regard.
