Anticipating and countering radical, extremist or terrorist manifestations, including in the online space, as well as increasing societal resilience to extremism and radicalisation are among the priorities of Romania's National Defence Strategy for 2025-2030.

The Strategy underlines the need to develop deterrence and defence capabilities, primarily through the modernisation of institutions which are relevant to national security, the optimal implementation of the Romanian Army's equipment programmes, the training of military personnel and the development of the national defence industry, in both public and private ownership.
Moreover, also mentioned is the readiness of the economy, territory and population for defence, including through the development of dual-use infrastructure and by increasing military mobility, as well as strengthening capabilities in public order and citizen safety, developing measures to respond to crises and emergency situations / civil protection / civil defence, as well as ensuring efficient operational management based on interoperability, versatility and complementarity.
Furthermore, the Strategy underscores the need to develop Romania's expertise and competence in crisis management and civil protection, but also the need to increase national cybersecurity levels, to strengthen the capacity to detect and investigate cyberattacks and to reinforce a proactive security posture.
The National Defence Strategy also focuses on the creation of new technologies and the boost of scientific research and innovation, especially in strategically important areas, the development and management of Artificial Intelligence (AI), including through the use of EU programmes, as well as ensuring the security of scientific research as a measure to protect the knowledge ecosystem.
The development of capabilities to counter asymmetric threats is also highlighted, with a focus on hybrid threats and terrorism, the protection of classified information across all areas of activity, the prevention and countering of activities carried out by hostile interest groups, organised crime groups or foreign hostile entities aiming to gain illegal benefits, disrupt the state decision-making processes or affect relevant areas to national security, including online space, as well as preventing and combating crime of any kind.
Regarding civil society and social cohesion, the Strategy underscores the need to protect the values of liberal democracy and the rule of law, anticipate and counter information-based aggression while preserving freedom of expression, strengthening national identity values, including through the preservation, protection, restoration, capitalization and promotion of Romania's cultural and historical heritage, combating all forms of discriminatory practices, anticipating and countering radical, extremist or terrorist manifestations, including in the online space and increasing societal resilience to extremism and radicalisation, but also fostering the cultural and spiritual development of Romania's citizens under conditions of equal opportunity and without any discrimination.
President Nicusor Dan announced on Wednesday that a meeting of the Supreme Council for National Defence (CSAT) will take place on 24 November to discuss the National Defence Strategy.
The head of state said the Strategy will be presented to Parliament on 26 November.
"It will be followed by an implementation plan that will not be public, but the deadlines will be stipulated," he said.
