The Minister of Health, Alexandru Rogobete, declared on Wednesday that, during the next week, the legislative proposal that will regulate the organization and functioning of the medical staff program in health units will be made transparent.
"Next week, I hope, the amendment to a ministerial order that regulates the organization and functioning of the medical staff program in health units will also appear in decision-making transparency, and there things will be defined and explained much more clearly. The norms for the emergency ordinance that was approved last year sometime in the fall will be put into practice and applied. If we discuss the payment method for services and the specialized outpatient clinic and day hospitalization for the specialized outpatient clinic, the amendments came into force as early as January 1, with the increase in the point to 6.5 lei, a new amendment follows in January next year with the increase in the point to 8 lei. It is an important amendment that practically ensures the sustainability and functioning of the specialized outpatient clinic," the minister said.
He specified that the Ministry of Health and the National Health Insurance House are currently working on amendments to the Framework Contract, so that day hospitalization will be developed and paid based on the number and type of services, not the number of beds.
According to the minister, the changes that will be published next week in decision-making transparency regarding the organization of medical activity will introduce more administrative tools for both managers and department heads.

(...) I am firmly against those who do not understand that they have the right to practice in the private sector, but after completing the working hours at the public hospital. I have also discussed with the Minister of Labor the modification of the specific legislation that is the responsibility of the Ministry of Labor regarding vacation leaves, in the sense that I want to introduce clear deadlines for how long in advance a vacation leave must be submitted within an institution and how an employee can benefit from this because I have noticed through several checks that I have carried out that this practice of completing vacation leave but not submitting it exists," explained Rogobete.
He mentioned that checks are currently being made regarding exemptions from duty.
"I requested a re-expertise on them, it seems it's taking longer than I expected," said the minister after participating in the launch event of the "Life@Teki" project, an initiative of the Scheherezade Foundation, in partnership with the Ministry of Health, for the modernization and equipment of the Pediatric Neuro-Psychomotor Recovery Section within the Techirghiol Sanatorium.
