Some 17,000 PNRR projects to be placed in indexable database (minister)

The Ministry of Investments and European Projects (MIPE) will introduce open data reporting, with all projects from the PNRR, namely 17,000, which will be placed in an indexable database by location, type of beneficiary or type of intervention, the relevant minister, Dragos Pislaru, told a Monday's specialized event.

"This week is a week of suspense, not only because we have a reform on the PNRR, a suspended milestone - I'm referring to the Constitutional Court and the special pensions, the pensions of magistrates, which make this week like this, with shivers down my spine - but also because we only have two more memoranda that need to be approved from the list of memoranda so that we can completely close the list of projects. And then the question arises: we will have the list, but what do we do with the list? We are discussing about 17,000 projects, so that you have an idea of the PNRR universe, which will be put into an indexable database by location, type of beneficiary, type of intervention and many other criteria. We will introduce open data reporting, with all these projects", Dragos Pislaru told the 13th edition of the Eurosfat Forum 2025, organized by Europuls - the European Expertise Center and the University of Bucharest.

He believes that these measures will bring transparency and predictability.

"You put on the table whether or not you are in the PNRR, whether your funding is prioritized or not, this being an important first step for anyone who wants to implement. Secondly, there is predictability. All these projects will have a special funding regime, so that they can be accelerated, you can have an acceleration credit, you know that the invoices go straight to Finance and that the amounts are reserved. The third thing, which is absolutely fundamental, the Ministry of Investments and European Projects starts from a relationship of trust, but it wants to have access to this list of projects, to be able to ensure that the projects happen on time", added the minister.

According to him, the projects will be monitored through a "traffic light" system. "We will start with three colors, but we will go maybe on 20, 40, 60, 80, 100% implementation stage, so that we can follow the projects depending on this. Out of 17,000 projects, every day, every week, we will have projects done", explained Pislaru.

At the same time, he emphasized that every day there are projects that happen.

"I have a message that made me very happy. Another 20 houses have been rehabilitated on RePowerEU in Botosani County. There are 20 families from the vulnerability area who have their houses rehabilitated, even 37 with the renovation of the house, panels and batteries, with European money. It is the best way to reduce the energy bill", added the minister.
