The Ministry of Energy has launched a public debate on a draft law aimed at accelerating the completion of major hydropower investments started decades ago and have been blocked, the relevant minister Sebastian Burduja announced on Friday.

According to him, the draft law introduces a special legal regime, applicable exclusively to those hydropower investments that can be declared of national security, by decision of the Government and with the approval of the Supreme Council for Country's Defense (CSAT).

"We have launched a draft law with a strategic stake in public consultation: the accelerated completion of large hydropower investments that have been underway for decades and have been blocked for bureaucratic reasons, lack of interest or even bad faith. It is about national security, about Romania's capacity to produce clean, cheap and flexible energy, about protecting the population from crises and about a duty to future generations. Hydropower is today a green source, capable of ensuring energy production in a band. In a European and regional context in which risks to energy security have intensified, Romania can no longer afford to waste time", the minister wrote on his Facebook page.

Last but not least, the bill proposes correlating all these measures with the obligations arising from the European and national legislation in force, in order to guarantee a legal and sustainable implementation (aspects detailed in the following sections on impact and compliance).

"The paradigm shift brought by this law is the treatment of large hydropower developments not just as simple energy development projects, but as elements of critical national infrastructure, indispensable to the security of the state - similar to defense or strategic importance projects - which require a special, firm and predictable legal regime", specifies the cited source.
