The new political construction will decide what the package of measures for the fiscal reform is, while the Ministry of Finance's obligation is to put all possible scenarios on the table of the parties, with all impact analyses, and, depending on the discussions, to make a decision, acting minister of finance Tanczos Barna stated on Thursday.

According to the minister, there is no either "pessimist" or "optimist" scenario, when asked which would be the most pessimistic scenario.

"From our point of view, there is no pessimist or optimist scenario today, we have all the proposals, all the requests coming from all the parties. We are putting all the impact analyses on the table, so that when the discussions begin at the Presidential Palace, we will have an impact analysis on both expenditure and revenue and we will be able build a solid package. (...) There is a scenario with many measures in a package, it depends on the expenditure side, to what extent spending will be reduced and what the measures to cut spending are, and it also depends, to the same extent, on the balance, on equilibrium," explained Tanczos Barna.

The minister mentioned that he could not say when the measures that are to be approved would be applied.

"I can't tell you for sure, it will be decided in the coalition that is being formed. The Commission's requests are to apply as soon as possible, but the coalition and the new Government will decide. My mandate is an interim one, it will end once the mandate of this Government ends. The new Government has the analysis on the table, it has the decision and the moment of application," said Tanczos Barna.

"If someone from the new government asks for an analysis on progressive taxation, the Ministry of Finance will certainly put an impact analysis on progressive taxation on the table," he added.

Asked if, so far, he has presented a fiscal reform plan to the interim PM Catalin Predoiu, he replied: "For my part, personally I cannot present as interim minister a plan of fiscal measures without a political agreement. The political agreement is what is behind a measure of such scope. We can put variants, analyses, scenarios on the table and the new political construction decides what the package of measures is."
