As of 1 January 2026, the mobile service users will benefit from lower roaming tariffs, both through a reduction in the maximum surcharge for data services in roaming within the European Economic Area (EEA) and through the inclusion of the Republic of Moldova and Ukraine in the "Roaming as at home" pricing system, a release of the National Authority for Management and Regulation in Communications (ANCOM) sent to AGERPRES on Wednesday informs.
According to the ANCOM, from the beginning of next year, the users from Moldova and Ukraine travelling in the European Union (EU), as well as EU users in the two countries, will be able to make or receive calls, send messages and use internet and mobile data services without additional costs, under the same conditions as in their home country.
The "Roaming as at home" system also guarantees users the same quality of mobile services as in their home country, as well as free access to emergency services.
In this context, electronic communications service providers in Romania are required to inform their customers about the new conditions for using roaming services in Moldova and Ukraine.
The ANCOM representatives underline that the "Roaming Like at Home" pricing system for the Republic of Moldova and Ukraine applies obligatorily only in their direct relations with EU countries, not between the two states themselves or in relation to other countries in the European Economic Area (Iceland, Liechtenstein and Norway).
The EEA includes the EU member states (Austria, Belgium, Bulgaria, Czechia, Cyprus, Croatia, Denmark, Estonia, Finland - including the Falkland Islands, France - including French Guiana, Guadeloupe, Martinique, Mayotte, Reunion and Saint Martin, Germany, Greece, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal - including Azores and Madeira, Romania, Slovakia, Slovenia, Spain - including the Canary Islands, Sweden and Hungary, together with Norway, Iceland and Liechtenstein).
From 1 January 2026, the maximum surcharge applied when exceeding the fair use limits for data services in roaming within the EEA will decrease.
In order to help users estimate the volume of data that can be used in roaming within the EEA without incurring surcharges, the ANCOM has developed a widget application, accessible here. The application provides relevant results for all users on tariff plans with roaming access and will be updated on 1 January 2026 with the rate of 1.10 euro per GB.
On this topic, electronic communications service providers are required to inform users about: the volume of data available for roaming in the EEA under their contract, including in the summary sheet and via a notification message sent when connecting to a network in an EEA country, Moldova or Ukraine; and the use of the data volume included in the subscription or option which can be used without applying the surcharge.
