The National Trade Union Bloc proposes, through its representatives in the Economic and Social Council (CES), to issue an unfavorable opinion for the Legislative Proposal to amend the Labor Code and the Law on Occupational Safety and Health, according to a press release sent to AGERPRES on Monday.
According to the cited source, the National Liberal Party's initiative claims to aim at "digitalizing labor relations" but, in reality, it allows employers to unilaterally impose the electronic signing of contracts, transforming a mutual option into an unbalanced obligation.
"The BNS opposes abusive amendments to the Labor Code! Through its representatives in the Economic and Social Council, the National Trade Union Bloc proposes issuing an unfavorable opinion for the Legislative Proposal to amend the Labor Code and the Law on Occupational Safety and Health (b450/30.09.2025). Although the National Liberal Party initiative claims to aim at "digitalizing labor relations", in reality it allows employers to unilaterally impose electronic signing of contracts, transforming a mutual option into an unbalanced obligation. More seriously, the project allows the use of advanced electronic signatures - which do not have the same legal value as qualified signatures. This means vulnerable contracts, easily contested and without a real guarantee of the signatory's commitment. The costs for qualified signatures cannot be charged to employees! "Digitalization must not become a new form of transferring responsibilities to workers," the BNS press release states.
According to the trade union confederation, the Labor Code already allows the use of electronic signatures, but only with the consent of both parties. Any attempt at unilateral imposition represents an attempt to unbalance the balance of power between employer and employee.
Thus, the NBS considers this proposal "unacceptable", given that it does not bring real progress in the digitalization of work, but rather increases the risk of abuse, pressure on workers and legal uncertainty.
