Bucharest interim mayor wants City Hall to rebuild block of flats destroyed by gas blast

The interim mayor of Bucharest, Stelian Bujduveanu, announced on Thursday that the Government decision, currently under public debate, would include the option for the block of flats destroyed by the explosion in Calea Rahovei to be rebuilt by the Bucharest City Hall, with the dwellers becoming owners of the apartments.

"Following discussions with the Ministry of Development, with Minister Cseke, with the Prime Minister, the Government decision will include the option for the Bucharest City Hall to reconstruct the building, through a new program developed by the City Hall, a reconstruction program in case of calamities, in case of such tragedies that affect an entire community. They [the dwellers] welcomed the news and we expect in the coming period that the Government should approve this decision, which today is in public debate. The program that I proposed, which Minister Cseke will introduce in the final form of the Government Decision, will be owners [the dwellers]", said Bujduveanu, after meeting with the people affected by the explosion in the Rahova District.

Previously, the Government spokesperson, Ioana Dogioiu, stated that, currently, there is no legal framework on the basis of which the state can reconstruct a demolished building and offer the new apartments to the former owners.

"The moment such a building is destroyed, implicitly the property right is destroyed - I use the legal term, because that is what is called 'destruction'. So, at that moment, the property right is extinguished because its object is destroyed, it no longer exists. The moment such a block of flats is reconstructed by the state, there is no legal basis for the state to offer the keys," the Government spokesperson said on Thursday.

According to the draft ordinance submitted to public debate by the Government, the reconstruction of the block of flats could be financed from the state budget or by the City Hall.
