Hundreds of messages were received following the decision-making transparency of the Government Decision regarding the reorganization of the National Forestry Agency - Romsilva, the Minister of Environment, Waters and Forests, Diana Buzoianu, appreciating, in a post on a social network, that the approach does not represent a simple "tick", but is an efficient tool for reforming the agency, Agerpres reports.

"Transparency is not a checkmark. It is an absolutely necessary step if we want that 'better'. This week we made the Government Decision that will reorganize and reform Romsilva transparent. The goal? To gather all the objective proposals that will make the Government Decision that reforms ROMSILVA an efficient instrument. We received hundreds of messages," wrote Diana Buzoianu.

According to her, some of the messages were "fair, objective, with pertinent observations".

"For example - proposals for some headquarters of forestry directorates, where performance criteria can be clearly added to reach a correct decision and that would recognize the existing results for future regional forestry directorates. Others, from people in the system or who see themselves in leadership positions in the future, like nothing is good - anything, but let no change pass that it was very good for them how they did things until now. Of course, everything is wrapped in technical arguments that are easy to dismantle", the Minister of Environment, Waters and Forests pointed out.

Diana Buzoianu expects that, during the period of transparency of the normative act, "those who profited from a clearly incorrect Romsilva organization will fight with everything they have to keep things as they were." She believes that the battle will not be won by them.

"But I want to address here especially those who, in good faith, want to improve this project in order to contribute to a real reform of the institution: making it transparent is not a checkmark - we will have debates next week on Tuesday and Friday, for as many hours as necessary. We start with Romsilva representatives and union representatives and continue with experts from universities and civil society," Buzoianu also wrote in the post.

According to her, the goal of the reorganization of Romsilva is clear, namely "correctly managed forests, sustainably for future generations, not according to interest groups".

Minister Diana Buzoianu presented on Thursday some of the proposals aimed at reorganizing Romsilva, including fewer forestry departments, but also fewer directors.

She mentioned, in a press conference held at the Victoria Palace, that the reorganization of Romsilva represents a "zero" priority of her mandate.

The proposed Government decision to reorganize Romsilva aims at regionalizing forestry departments. Currently, there are 41 forestry departments, one for each county, but the project foresees 12 forestry departments.

At the same time, a 90% decrease in the number of directors is expected, under the conditions that each regional forestry directorate will have a single director. Currently, there are two to four directors at each directorate level. The reduction in the number of directors will allow for a saving of 19 million lei, money that will be used by Romsilva for forest management.

The proposed GD also contains financial efficiency measures. More precisely, the following activities will be separated: forest administration, exploitation, road maintenance and the valorization of wood products.

The Government Decision will also contain financial performance indicators, and directors and heads of districts will have minimal performance criteria. These will include: the number of training hours, the number of training activities followed, the areas of the forest fund covered by video surveillance, the identification of remarkable trees, the identification of aging islands.

Diana Buzoianu stated that the Ministry of Environment is currently drafting a legislative package, which will also contain other reform proposals for Romsilva
