Chamber of Deputies/Authorities must get involved in order to combat violence and improve legislation (plenary debate)

The extent of the phenomenon of violence, namely that against women, as well as the need for the authorities to be involved in this regard, but especially the improvement of legislation, were among the conclusions of Monday's debate, in the plenary session of the Chamber of Deputies, regarding the draft law "Romania without violence".

The debates, which initially referred to the draft law for the amendment and completion of certain normative acts in order to combat violence - Romania without violence, expanded to a current tragedy, the crime in the Bucharest neighborhood of Cosmopolis. On this occasion, deputies from all parliamentary groups emphasized the need for the authorities to be involved in combating violence, especially in the conditions in which many abused women do not trust the efficiency of their intervention, and the improvement of the legislation was also agreed upon.

"We all saw a tragedy, two days ago, in the Cosmopolis complex. And, of course, we cannot help but wonder if the tragedy could not have been avoided. We learn that there were lawsuits to withdraw the right to bear arms, we learn that there were lawsuits for a protection order, that there were threats, that the authorities knew and yet we all saw the outcome. We cannot help but wonder what we can do to prevent such situations from happening again, of course the justice system should do its job and we must improve the legislation. This project is such an example. (...) The project is good, please vote for it", declared USR deputy Oana Murariu.

PSD MP Gabriela Ene emphasized that, according to statistics, many children are forced to be silent witnesses or collateral victims of violence that they do not understand and do not deserve.

"Last Saturday, another pregnant woman was brutally murdered in a residential area, not considered dangerous at all. She was holding her three-year-old child by the hand. That child will never be able to erase the trauma of the tragic loss of her mother. The project is a cry for help from women who are victims of the exacerbated violence in society, it is about protection and intervention," the social democrat said.

PNL deputy Alina Gorghiu announced that she will submit a second bill on the topic of domestic violence, through which she seeks to exempt from stamp duty all victims of domestic violence who file a request for divorce or division of joint property.

"Over 8,000 protection orders and provisional protection orders have been issued for domestic violence. Behind each victim is a tragedy, a life story, a family. (...) In the first five months of this year we have 25 cases of femicide. And maybe we should all think about whether femicide deserves to be regulated in Romanian legislation," the liberal emphasized.

SOS Romania deputy Verginia Vedinas believes that a unitary project is necessary that would constitute a true code for reducing and eliminating this phenomenon.

"Domestic violence is something that characterizes Romania, unfortunately, and must be viewed with the seriousness that requires other legislative solutions than patching up one law or another. The more legal norms are scattered in several regulations, the more difficult they become to apply and their efficiency decreases. Therefore, I propose that we consider a unitary bill that would have as its object and perhaps as its political title Romania's strategy for combating this phenomenon. Let us unite all parliamentary parties, because it is a phenomenon that concerns Romanian society," urged Verginia Vedinas.

AUR deputy Gianina Serban supported the proposal regarding the adoption of a unitary project to combat domestic violence.

"The bill follows a failed project - "Educated Romania" - which is one of the main causes of domestic violence - lack of education, poverty, alcohol and drug use. (...) You are still in government and you are doing nothing to prevent this horrifying phenomenon. Romanian mothers are abused daily, we witness these cruelties daily, but you are doing nothing to prevent it," Gianina Serban said.

UDMR MP Csép Éva-Andrea believes that women should not die in Romania and at the same time, children who live in a family where domestic violence is present every day should not be witnesses.

"I believe that we, the legislators, regardless of political affiliation, must go beyond political statements and come together to make laws, to write laws that come to the aid of these women who come from this unfavorable environment for both them and their children. On the other hand, esteemed colleagues, if we talk about domestic violence and about these victims, mostly women, we must also look at those causes that lead to violence, that lead to the death of these women. Information, wearing an electronic bracelet and information campaigns - what an electronic bracelet looks like and how exposed that person is who only has to carry a small phone in a purse, but the aggressor wears this electronic bracelet in plain sight - it is really important for these women to know. Our role is to promote these possibilities, because as a legislator we have worked very hard, we have modified a lot in the laws we have. Please get involved, let's see that the institutions are present on the territory and that a woman who calls every other day because she is beaten every day is not blacklisted," the UDMR representative emphasized.

The draft law for the amendment and completion of certain normative acts in order to combat violence - Romania without violence - has as its regulatory object the amendment of Law no. 286/2009, as well as the amendment and completion of Law no. 26/2024, in the sense of providing the competent authorities with the useful/necessary instruments for combating violence in all its forms. The draft is to receive the final vote at the next plenary session of the Chamber of Deputies - the decision-making forum in this case.
