Children's helpline 119 to be modernized through EU-funded project

The national helpline for children, 119, for reporting cases of abuse, neglect, exploitation, and any other form of violence against minors, is being developed and modernized as part of a project financed by EU funds and carried out by the National Authority for the Protection of Children's Rights and Adoption (ANPDCA), in partnership with the Special Telecommunications Service (STS).

According to a press release sent by ANPDCA on Thursday, the project involves the development and modernization of advanced digital solutions for alerting, identifying, and intervening on behalf of children associated with the unique national telephone number 119.

In addition to streamlining and developing the 119 telephone line, the changes brought about by the new system include the integration of a platform that will provide an interactive map, which will display both location elements for the intervention team and the caller, as well as various resources and points of interest (hospitals, care centers, assistance organizations, etc.).

Moreover, as part of the new 119 website, which will be operational in the near future, a Chatbot application will be developed for information and support, which will be able to respond in real time to frequently asked questions, most of which were suggested by the children consulted for the development of this tool. The application will also allow those who access it to connect with specialized staff from the General Directorate of Social Assistance and Child Protection (DGASPC).

At the same time, a mobile application for field interventions will be introduced, which will allow teams of specialists to initiate secure voice/video calls to the command center, as well as consult case files in real time, enabling fast and efficient communication with 119 operators.

The project aims to expand the facilities offered by the 119 service by developing new applications and platforms necessary to provide assistance to children who are victims of abuse, neglect, exploitation, and any other form of violence, providing support applications and programs for specialists involved in managing the 119 hotline, as well as providing training sessions for employees of child protection institutions.

The project began in October 2024 and will end in February 2027, with co-financing provided by the European Union through the Smart Growth, Digitalization, and Financial Instruments Program 2021-2027. AGERPRES
