Ciolos: Romania remains committed to UN international peace, security-keeping efforts

Romania remains committed to the efforts of the United Nations for the keeping of international peace and security, taking part in ten such ongoing operations under the UN aegis, Prime Minister Dacian Ciolos said Wednesday in a speech delivered on behalf of Romania to a plenary meeting of the 71st Session of the UN General Assembly.

"My country remains committed to the efforts of the United Nations in keeping international peace and security. Romania has been a contributor to UN peace keeping missions for a long time. Currently, Romanian military and police forces are taking part in ten ongoing UN peace-keeping missions and two special political missions. Peace and security could not endure as long as there is a persistent potential threat of weapons of mass destruction, particularly nuclear weapons proliferation. Romania is currently holding the chairmanship of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty. Romania has firmly condemned the nuclear tests conducted this year by the Democratic Republic of Korea,"said Ciolos.

He also voiced worries over the security situation in Romania's neighbourhood deteriorating, mentioning to the point violations of international law and illegal land annexation.

"The latest developments in eastern and southern parts of Europe over the past two years have revealed complex security challenges in my country's neighbourhood. They generate regress as far as prospects for sustainable development are concerned. The frozen conflicts around the Black Sea zone are a permanent and grave threat against stability in the region and outside it. Such conflicts postpone prospects for prosperity and observance of international law principles and rules. We are deeply worried about the use of hybrid war tactics and illegal land annexation," said Ciolos.

He also warned that heightening instability in the Middle East, particularly in Syria, "is a major source of terrorism proliferation, massive movements of migrants and risk of instability in the region and the entire world alike."

"We have to encourage reconciliation in the countries ravaged by instability, by creating policies designed to promote bridges among communities and secure proper inclusion and representation," said Ciolos.

He added that certain terror groups cannot be fought against by military action alone, as reducing the sway they have on their followers, especially young people, is also needed.

"We have to address first and foremost the main causes that have allowed such groups to expand. Preventing radicalisation is a key element, with action to be focused on the social and economic circumstances of the people in the communities that are most prone to radicalisation and recruitment. More efficient instruments are required for communication and education," said Ciolos, adding that Romania and Spain have come up with a suggestion for the establishment of an international court against terrorism.

Ciolos said Romania will continue to earmark significant political, diplomatic, human and financial resources for regional and global stability, mentioning that Romania is running for a new non-permanent seat in the UN Security Council for 2020-2012.

"I strongly believe that Romania's solid experiences with building bridges and confidence involving all eth UN member states will be a valuable contribution to the activity of the UN Security Council," said Ciolos, according to Agerpres.
