The total number of social allowance beneficiaries for pensioners in August 2025 was 887,492, including 836,135 pensioners from the public system and 51,357 pensioners from the former agricultural pension system, according to the data centralized by the National House of Public Pensions (CNPP).
For public system pensioners, the average allowance paid from the state budget was 536 RON. The highest amounts were recorded in the counties of Maramures (625 RON), Hunedoara (602 RON), Bistrita-Nasaud (597 RON), Prahova (593 RON) and Cluj (593 RON).
The highest number of beneficiaries of this allowance were in Bucharest, namely 39,298 pensioners, followed by the counties of Suceava (35,021), Iasi (31,379), Dolj (29,927), Maramures (28,065) and Prahova (27,987).
For agricultural pensioners, the average social allowance paid from the state budget was 355 RON, with the highest amounts recorded in Ilfov County (481 RON), Hunedoara (462 RON) and Bucharest's Districts 2 and 5 (448 RON and 447 RON respectively).
According to the quoted source, the largest number of agricultural pensioner beneficiaries was in Iasi County (5,265), followed by Botosani (4,821), Suceava (2,967) and Olt (2,946).
The CNPP mentioned that the beneficiaries of the public pension system whose combined pension and allowance income falls below 1,281 RON receive this amount monthly as a "Social Allowance for Pensioners," in accordance with the provisions of the Law No. 196/2009, with subsequent amendments and additions.
