Following the European Commission on Friday approving a state aid scheme for electricity storage, Romania becomes one of the first member states to use the Clean Industrial Deal State Aid Framework (CISAF) adopted by the Commission on June 25, 2025, with funds to come from the EU Modernisation Fund, Chairman of the Trade Competition Council Bogdan Chiritoiu said on Friday.

"Electricity storage is a strategic component for the optimal functioning of the energy market, contributing to the reduction of prices on the balancing market. At the same time, the energy stored and used during peak periods of demand reduces dependence on more expensive imports. The two mechanisms will act together towards lowering wholesale prices, with a direct effect on the final consumers on the retail market. Romania thus becomes one of the first member states to use CISAF, adopted by the European Commission in June 2025, with the money coming from the EU Fund for Modernisation," Chiritoiu told AGERPRES.

He added that this first demonstrates "the ability of the Romanian authorities to quickly capitalise on the available European instruments that support improving the functioning of the markets and energy price reductions."

The European Commission (EC) has approved a EUR 150 million (RON 764 million) Romanian scheme to support electricity storage, in line with the objectives of the Clean Industrial Deal, the EC reported in a press statement on Friday.

This measure will contribute to the transition towards a net-zero economy.The scheme was approved under the Clean Industrial Deal State Aid Framework (CISAF) adopted by the Commission on June 25, 2025.

Romania notified to the EC, under the CISAF, a EUR 150 million scheme to support the installation of at least 2 174 MWh of new electricity storage facilities that will contribute to the objectives of the Clean Industrial Deal.

The purpose of the scheme is to facilitate the smooth integration of variable renewable energy sources in the national electricity system by increasing electricity storage capacity.

Under the scheme, the aid will take the form of investment aid through direct grants for new standalone battery energy storage systems. The scheme will be financed by the EU Modernisation Fund. The beneficiaries will be selected through a competitive tendering procedure

The EC found that the Romanian scheme is in line with the conditions set out in the CISAF. In particular, the aid will be granted based on a scheme with an estimated volume and budget, the aid is granted through a competitive bidding process and the aid will be granted before December 31, 2030.

The EC concluded that the Romanian scheme is necessary, appropriate and proportionate to accelerate the transition towards a net-zero economy and facilitate the development of certain economic activities, which are of importance for the implementation of the Clean Industrial Deal. This is in line with Article 107(3)(c) of the Treaty on the Functioning of the EU and the conditions set out in the CISAF.
