Committee for analysis and revision of legislation in field of justice, first meeting at Gov't

The Committee for the Analysis and Revision of Justice Legislation held its first meeting on Tuesday at the Victoria Palace, at the beginning of which Prime Minister Ilie Bolojan held a speech in which he emphasized the importance of institutional dialogue and cooperation with representatives of the judicial system and civil society.

According to a Government's press release, the Prime Minister stated that his participation at the beginning of the committee's work reflects respect for all those involved and the seriousness of the government towards this endeavor. He emphasized that the purpose of these meetings is to identify legislative aspects that can be improved, while also pointing out that justice must be approached as a public service for the benefit of the citizen.

"The objective assumed by the Committee is to establish concrete normative solutions for the problems identified in the public debate, including through journalistic investigations and petitions assumed by magistrates. Among the most frequently invoked topics were the procedures for appointing the heads of courts and prosecutors' offices, promotion within the profession, procedures for delegating and seconding magistrates, the way to modify the composition of the panels of judges, as well as the competence regarding the investigation of corruption within the judicial system," the press release reads.

Also, problems such as the high workload of magistrates, generated by the shortage of personnel, working conditions in courts and prosecutors' offices, as well as the lack of predictability of legislation were highlighted.

At the same time, the initiation of procedures for carrying out an independent audit regarding the distribution of files within the judicial system was discussed.

"Understanding the importance of adopting rapid measures, in compliance with all legal procedures, the Committee agreed on a calendar that provides for the formulation, by its members, of concrete legislative solutions. Thus, a new meeting will take place on January 5, 2026, and a normative act is to be drafted by the start of the new parliamentary session, taking into account also the proposals formulated by the magistrates and the recommendations of the OECD and the Venice Commission," according to the press release.

The working meeting was attended by Andrei Lupu, Oana Cambera and Bianca Bodnar from the Prime Minister's Chancellery, and by the presidential advisor Cosmin Soare Filatov from the Presidential Administration. The Superior Council of Magistracy was represented by prosecutor Bogdan Staicu, and the Ministry of Justice by Roxana Momeu, Alina Radoi and Mihai Cucu.

The professional associations among magistrates were represented by Dragos Calin, from the Romanian Judges Forum Association, Alexandra Lancranjan, from the Movement for the Defense of the Statute of Prosecutors Association, and Bogdan Pirlog, from the Initiative for Justice Association. Also present were representatives of non-governmental organizations, namely Laura Stefan from Expert Forum, Roxana Pencea-Bradatan and Diana Ionescu from Declic, as well as Elena Calistru and Adrian Ristea from Funky Citizens.

The meeting was attended online by Andreea Ciuca from the Romanian Magistrates Association, Dana Girbovan from the National Union of Judges of Romania, and lawyer Traian Briciu, president of the National Union of Bars of Romania.
