Defense Ministry to notify judiciary related to false information on conscription

The Ministry of National Defense (MApN) drew attention on Thursday to false information on possible conscription, noting that it will notify the judicial authorities in this sense.

The ministry informed that this disinformation campaign targets Romanian citizens living abroad. Some of them have recently reported receiving a document calling them to a military center in the country for "evaluation and initiation of conscription procedures within the Romanian Armed Forces".

"This document is fake! The Ministry of National Defense has not sent such notifications to any Romanian citizen, regardless of whether they live in the country or abroad. A brief analysis of this forgery shows that the structure mentioned in the header of the so-called 'document', namely the 'Conscription Directorate', does not exist in the MApN organizational chart, and the stamp is crudely forged. Also, there is no officer among the MApN staff with the name and position of the one who 'signs' this forgery," the MApN said.

The ministry stressed that it will "promptly" notify the judicial authorities to identify the authors of this disinformation action and take the measures required by law. "Communicating or disseminating, by any means, false news, data or information or falsified documents, knowing their false nature, if this endangers national security, is punishable by imprisonment from one to five years," the legislation states.

This disinformation, the Ministry of National Defense added, "continues the series of actions that speculate on the context generated by the war of aggression that the Russian Federation is currently waging in Ukraine."

The Ministry of National Defence recalled that the compulsory military service as a full-time and short-term military one was suspended during peacetime in Romania, starting with January 1, 2007.

The return to compulsory military service and, consequently, to the development of conscription processes for eligible citizens, can be done under the conditions of Law 395/2005, which provides in Article 3 that, "during the state of war, the state of mobilization, as well as during the state of siege, the performance of military service becomes mandatory, under the conditions of the law", the ministry explained.

"As a result, the conscription process of citizens who meet the legal conditions to join the army will take place only in the situation in which one of the three states provided for by law is established in Romania, namely the state of war, the state of mobilization or the state of siege," the MApN emphasized.

According to the ministry, such disinformation is expected to continue. "It is expected that such disinformation attempts, intended to amplify fear and uncertainty, in the context of the war in Ukraine, will continue. We therefore reiterate our request to citizens to verify from official sources the alarmist and sensationalist information they come into contact with, before redistributing it in the public space," the MApN also transmitted.
