Deputies Chamber approves in plenum professional evaluation procedure for its own staff

The Chamber of Deputies approved, on Wednesday, in plenum, the professional evaluation procedure for parliamentary civil servants and contractual personnel in the services of the legislative forum.

There were 152 votes cast in favour, 39 against and 84 abstentions.

The procedure was adopted in order to implement the provisions of the Chamber of Deputies Decision no. 9/2025, which provides for a 240 cut in the number of positions allocated to the departments in the services of the Chamber of Deputies.

The professional evaluation consists of completing mandatory stages, depending on the specifics of each department.

One stage aims to verify the theoretical knowledge necessary to perform the duties, through a grid test, which represents a maximum of 50 points.

The second stage consists of verifying practical skills and experience in the respective activity, which represents a maximum of 30 points, through one of the following methods: written work - solving some topics/questions/themes/requirements relevant to the performance of job duties; practical test - solving, within a specified period of time, some topics/requirements relevant to the performance of job duties, using technical means used in the current activity; interview - direct interaction between the members of the professional evaluation committee and the persons subject to the evaluation, through which general and specific questions are asked, taking into account the job duties of the persons subject to the evaluation.

Another stage aims to analyze the information entered in the professional file, which includes elements entered in a special annex - maximum 20 points.

The manner of implementing these provisions will be established by a professional evaluation commission composed of the heads of departments in which the staff is subject to the professional evaluation process, heads of other departments in the services of the Chamber of Deputies, and representatives of trade unions.

The participation of the staff in the professional evaluation process is mandatory.
