Employers give favorable opinion on draft GEO regarding bonuses; unions voted unfavorably,civil society favorably

The employers' associations favorably approved the draft Emergency Ordinance regarding personnel paid from public funds, the unions voted unfavorably, and the civil society representatives voted favorably with observations, the president of the Economic and Social Council (CES), Stelica Fudulea, told AGERPRES on Monday.

"There was the CES meeting in which this point of view was discussed, regarding the draft Government Emergency Ordinance for establishing measures regarding personnel paid from public funds. The document was approved by voting with points of view. That's what it's called. In this case, the representatives of the employer side voted for the favorable approval, the representatives of the union side voted with an unfavorable approval and the representatives of civil society voted favorably, with observations. The documents with "unfavorable" and "favorable with observations" are in our opinion which are already, I think, on the CES website,"said Fudulea.

He added that the next steps mean the Government meeting in which it will be determined what to do next.

"The law says this: the fact that 3/4 of the members of the plenum failed to agree on a type of opinion, then we moved to a split vote and each party had its point of view," the CES president mentioned.

On Friday, the Economic and Social Council announced that it had withdrawn from the agenda of the Plenary session the draft Government Emergency Ordinance for establishing measures regarding personnel paid from public funds, a document that provides for capping the bonus for dangerous or harmful conditions at up to 300 lei gross per month, according to an address sent to the initiator of the normative act, the Undersecretary of State in the Ministry of Labor, Family, Youth and Social Solidarity, Francisc-Oscar Gal.

"We inform you that the approval of the draft Government Emergency Ordinance for establishing measures regarding personnel paid from public funds, of which you are the initiator, was on the initial agenda of the meeting of the Plenary of the Economic and Social Council on 27.06.2025, at 12:00, being subsequently withdrawn following the request of the representatives of the trade union side, a request that was put to a vote and approved, in accordance with the provisions of the Organization and Functioning Regulation", the Address stated.

The draft Emergency Ordinance for establishing measures regarding personnel paid from public funds was included, on Friday, on the agenda of the government meeting in first reading, the Executive informed.

According to the document published transparently on the website of the Ministry of Labor, Family, Youth and Social Solidarity, the amount of the bonus for dangerous or harmful conditions could be set at up to 300 RON gross per month, for all categories of personnel paid from public funds.

The draft also provides that, starting from the date of entry into force of the emergency ordinance, employees in public administration, in autonomous administrations with special specificities and in budgetary units, who perform heavy, dangerous or harmful work, or work in workplaces where such conditions exist, established according to Law no. 31/1991, are entitled each calendar year to an additional rest leave with a duration of between one and three working days.
