Anti-terror prosecutors have sent to trial two Ukrainian nationals who last October attempted to set fire to the headquarters of a Bucharest company "in the name of Russia", in what investigators describe as an attempted act of sabotage.
On October 21, 2025, the Romanian Intelligence Service (SRI) announced that, working with national and international partners, it had thwarted a sabotage operation orchestrated by the Russian Federation on Romanian territory. The target was the Bucharest headquarters of the international courier company Nova Post.
According to a statement issued on Monday by the Directorate for Investigating Organised Crime and Terrorism (DIICOT), prosecutors have indicted two Ukrainian men, aged 23 and 24, who remain in pre-trial detention, on charges of attempted diversion and complicity in attempted diversion.
DIICOT says the evidence shows that on October 14, 2025, the defendants entered Romania with the intention of placing two packages containing homemade incendiary devices, which they deposited the following day at the company's headquarters.
Investigators determined that the devices posed a real risk of arson, endangering national security, given that the building is located on the ground floor of a seven-storey apartment block in a central, densely populated area of Bucharest. Had a fire broken out, it could have spread rapidly, threatening the lives of many people and causing extensive damage.
Prosecutors say the attack, if successful, would have been capable of creating "diversion" and generating widespread public fear, undermining confidence in the authorities' ability to protect citizens.
With support from SRI pyrotechnics specialists, the devices were safely neutralized.
DIICOT notes that an expert analysis of the materials found in the packages confirmed the presence of components specific to improvised explosive or incendiary devices, "handcrafted but extremely elaborate", with the apparent aim of enabling remote ignition or detonation. A judicial experiment confirmed the device's functionality and its potential to cause a significant fire.
The case has been sent for trial to the Bucharest Court of Appeal.
