Finance minister: NRRP - an enormous opportunity that made digitalization of public finances possible

The National Recovery and Resilience Plan is an enormous opportunity without which the digitalization of public finances could not have been achieved, but this process does not end with the NRRP, as the long-term goal is to create a hub, a digitalized system that responds to needs and is permanently updatable, Finance Minister Alexandru Nazare told the 2025 Digital Governance Summit, inform Agerpres.

Nazare recalled that a 2018 program with the World Bank was abandoned, while the NRRP provided more funding than initially required. "The bureaucracy always said we couldn't proceed because there was no money. The NRRP solved this problem - there was money, enough money, even more than needed," he explained, noting that the Ministry of Finance and the National Tax Administration Agency are on track to meet all milestones and targets.

So far, 11 databases have been interconnected, with over 500 - 600 applications being integrated into a unified infrastructure. The minister expects milestones to be met by summer 2026 and the full process completed by year's end.

Nazare also highlighted the use of artificial intelligence tools to combat carousel fraud and track risk indicators. In November alone, 207 controls were carried out, resulting in tax claims worth 11 million RON; in recent months, over 200 million RON in claims were established using these tools. "They work. Results won't be overwhelming overnight, but they are good for the moment we are in," he said.

The Summit, organized by the Edge Institute, gathered international leaders experienced in digital public administration reforms alongside Romanian decision-makers tasked with continuing the transformation.
