Wage incomes remain at the level of December 2024 until the end of next year, while the food allowance in the amount of 347 RON will be granted, under the new austerity conditions, for salaries of up to 6,000 RON gross per month, announced on Thursday the Minister of Labor, Family, Youth and Social Solidarity, Petre-Florin Manole, in a press conference at Victoria Palace.

According to him, the food allowance in the amount of 347 RON will be granted, under the new austerity conditions, to salaries of up to 6,000 RON gross per month and the deadline for suspending the filling of budgetary positions through competition will be extended until the end of next year, "in order not to increase the number of employees in the budgetary system and therefore the related expense".

"Another important theme is that the increase in basic salaries for those working on projects financed from European funds is reduced from 50% to a maximum of 35%. It is, therefore, a decrease of 15% and a performance criterion is added, namely that the increase is granted only for the period contracted in the project and not for the extension of the implementation period," Manole specified, in the conference on measures to reduce the budget deficit.

The minister also said that special service pensions, nor the value of the reference point, will not be updated with the inflation rate until the end of 2026.

"The second main topic is related to CASS for pensions higher than 3,000 RON. 2.911 million pensioners will not have to pay any extra lei as a result of this legislative amendment. In short, a pensioner who has a pension of 3,100 RON will have to pay 10 lei, and a pensioner with a pension in payment of 15,000 RON will have to pay 1,200 RON to CASS. For pensioners with pensions below 3,000 RON, CASS does not apply," explained the Minister of Labor, who added that 1.782 million pensioners will be subject to the payment of the CASS contribution.

Manole specified that he does not consider any contributory pension to be large, regardless of its amount, because "the contributory pension is a right that arises from a person's lifetime contribution."

"I and the Social Democratic Party have campaigned, sometimes very loudly and resolutely, for the increase in the minimum wage and the pension point," the minister answered a question regarding the decrease in the population's incomes following the announced austerity measures.

He added that vacation vouchers will continue to be granted under the same conditions but only to people who earn less than 6,000 lei net.

Minister Manole also specified that one of the objectives of the normative act on austerity measures is to combat undeclared work.

The Ministry of Finance published a draft law on Thursday that provides for some fiscal-budgetary measures, including an increase in the standard VAT rate from 19 to 21% and the reduced rates from 5% and 9% to 11%, an increase in excise duties, an increase in the dividend tax from 10% to 16% and an additional tax for banks. The project also provides for an increase in gambling taxes, as well as the payment of social contributions for pensions higher than 3,000 RON, for the amount exceeding this ceiling.
