The project to reorganize the National Forestry Agency (RNP) - Romsilva is an approach that cannot be carried out unilaterally, without real and structured consultation with all actors directly involved in the sustainable management of forests in Romania, considers the Silva Forestry Union Federation, in an open letter addressed to the Minister of Environment, Diana Buzoianu.
"We believe that an approach of such magnitude and importance cannot be carried out unilaterally, without a real and structured consultation with all the actors directly involved in the sustainable management of forests in Romania: foresters, specialists, social partners, professional organizations and representatives of local communities. In order to guarantee the coherence and transparency of this process, we request the urgent establishment of a consultative working group consisting of representatives of the Ministry of Environment, Waters and Forests, the National Forestry Administration - Romsilva, the Silva Forestry Union Federation (as a social partner), professional and academic structures in the forestry field and civil society interested in protecting the forest heritage. The objective of this working group is to carry out a thorough analysis of the impact of the reorganization on the functional structures, human resources and the management capacity of the "to fulfill its mission of protecting and sustainably exploiting the resources of the national forest fund," the document reads.
According to the cited source, any decision made in the absence of such a dialogue may generate major imbalances in the system and will affect both the functioning of the Authority and the job security of the 14,000 employees who work within Romsilva.
"The Silva Federation expresses its full willingness to actively and responsibly participate in such a consultation process, offering the expertise accumulated in decades of representation and social dialogue in forestry. We also reiterate the fact that in the absence of authentic consultation, any reorganization approach risks being perceived as arbitrary, non-transparent and lacking technical and social foundation. The Silva Federation makes a new honest and responsible call for a constructive dialogue and for the formation of a technical working group to develop an Organization and Functioning Regulation that would ensure the consolidation of Romsilva and not the dismantling of this national interest company, which manages the forests in the public patrimony of the state," the letter states.
The representatives of the trade union organization emphasize that, in the absence of a clear institutional response by July 18, 2025 at the latest, they will resort to all legal forms of public protest to defend the legitimate interests of the Federation members, "to protect jobs without which the sustainable management of the state's public forests is impossible."
"We start from the premise that the reorganization of a state-owned enterprise as complex as Romsilva cannot be done without a clear vision, without assumed objectives and targets - in other words, without a thorough project. And this project is validated primarily by consulting all competent and interested actors. We address this request to you on behalf of the thousands of foresters we represent, convinced that the future of Romania's forests must be built through cooperation and not through imposition. We do not ask for privileges. We ask for respect for social partnership and transparency in decisions that affect tens of thousands of employees and the future of Romania's forests", claims the Silva Forestry Trade Union Federation.
