Former JusMin Cazanciuc about GRECO report: Believe it to be drawn up with older data

Former Justice Minister Robert Cazanciuc stated on Thursday, after GRECO released a report showing that Romania has made limited progress in implementing recommendations regarding the prevention and fighting against corruption, that he suspects the report was drawn up by using older data and projects proposed for debate but not carried through were most likely taken into account. 

"I suspect this report was most likely drawn up with some older data than with what actually occurred, let's say, in parliamentary debates. (...) The judicial committee sent information to GRECO. For example about what Parliament's task was according to the Code of Conduct. I sent explanations, relevant explanations, I believe, about the legislative process. I don't know whether those were eventually taken into account, as they were, beyond any doubt, about the parliamentary procedures observed in the case of certain public interest pieces of legislation," senator Robert Cazanciuc explained. 

He further specified that projects proposed for debate but not carried through were most likely taken into consideration. 

"A GRECO report is not drafted over night and I suspect that until now, up until the moment the GRECO report has been finalised, it was released today, they did not have the latest data on the process in Parliament. They probably considered a few drafts of pieces of legislation proposed for debate but not concluded. This is where worries probably stem (...). Whether it was or it was not a transparent process - you were all present there, from morning till night, every day, if we are talking about the Justice laws. That someone who had something to say was not consulted is out of the question. There were professional Associations, there was the Justice Ministry, the press was present, anyone who had something to say in order to build a piece of legislation, to give it coherence, was allowed to be present at debates in Parliament," Cazanciuc also said. 

On Thursday, the Group of States against Corruption (GRECO), Europe's Council anti-corruption body released a report showing that Romania has made extremely limited progress in implementing the GRECO recommendations for preventing and fighting corruption amongst Parliament members, judges and prosecutors. 

GRECO highlights that Romania has fully implemented only 2 of the 13 recommendations included in a 2016 assessment. Seven recommendations were not implemented and other four were just partially enforced, the European Council specifies in a press release. 

GRECO considers, furthermore, that Romania has not granted sufficient attention to improving the activity of the National Integrity Agency (ANI) in controlling the asset and interest statement of parliamentarians, although the methodology and data processing capabilities have improved. GRECO also request an improvement in the implementation into effect of ANI's decisions and sanctions regarding incompatibility and conflict of interest.
